Conversion rebuilds the book: HTML, CSS, images, and the table of contents. It does not magically add a reflowable layout to a scanned PDF.

On Kobo, KEPUB is a flavor of EPUB that handles hyphenation and page turns better. It is still EPUB underneath. It is not a way around DRM.
Can I convert a Kindle purchase for Apple Books?
Not as a legitimate self-serve step. Buy the Apple edition, or buy a DRM-free file the publisher actually sells.
